In this chapter, Fran Tracy-Mumford summarizes the important events of the year in the field of adult learning and literacy. She begins the chapter with the presentation of recent data on adult learners in the U.S., including demographics, as well as learners' motivation for enrollment and outcomes of participation. In addition, Tracy-Mumford discusses major legislation passed in 1998 with implications for adult education. Most notable in this area is Title II of the Workforce Investment Act, the Adult Education and Family Literacy Act (AEFLA). The author describes important elements of the AEFLA and notes their implications for adult education programs. Other pieces of legislation briefly referred to in the chapter include: the National School-to-Work Act, the Reading Excellence Act of 1998, and Amendments to the Head Start Act.

Chapter One also offers a look at emerging trends in adult learning and teaching practices, including an increased focus on performance measures, the development of standards at national and state levels, and the use of technology in instruction. Among the examples noted in the chapter, Tracy-Mumford discusses the basic skills certifications systems being developed in 7 states, as well as efforts to design standards within the domains of adult English as a second language instruction, literacy volunteer programming and correctional education. The author also comments on a number of national initiatives in adult education, including those in areas of professional development, and the burgeoning adult learner movement.
