In Chapter Nine, Veronica McKay describes the adult basic education and training system in South Africa. She begins with a discussion of the relationship between apartheid and illiteracy, including the history of apartheid and the ways in which it led to poverty and a lack of education among the black residents of South Africa.  She then describes the present situation through the policies and legislation that have sought to address some of the injustices of apartheid. She then provides details on the roles and responsibilities of teachers before providing descriptions of three of South Africa’s most important adult education and training programs. She ends by looking toward the future, both as to what should happen and which barriers are constraining that future.
